Norwegian People's Aid vision is Solidarity in Action. We are a politically independent membership-based organisation working in Norway and in more than 35 countries around the world. Norwegian People's Aid (NPA) started supporting Iraq in 1995 conducting mine clearance in the northern kurdish region. In 2010, NPA shifted its focus to southern Iraq, conducting capacity building, survey and clearance operations. In 2016, in support to the humanitarian relief effort resulting from the liberation of areas previously held by ISIL, NPA established an IED and Improvised Landmine operation in northern Iraq, based out of Baghdad.

In 2018, the progam will have 23 teams and over 200 staff out of 4 operational bases, led by 2 project offices in Erbil and Basra, and a country office in Baghdad.

NPA Iraq is seeking an experienced Operations Manager to oversee its operations throughout Iraq, working together with its Project Operations Managers in both northern and southern Iraq. The role will require extensive travel to operational locations and project bases in Erbil, Mosul and Basra, as well as representing NPA at wider operational discussions in Baghdad.

As part of an international team, you will have responsibility for all operational aspects of the programme, including quality management, information management and impact assessment. Direct supervision and control of all operations and technical activities is allocated to this position and includes planning, execution and quality management of assessments, survey and clearance operations (Battle Area Clearance, non-technical survey, technical survey and clearance operations with manual, mechanical and/ or animal detection in an IEDD environment).

You will also have overall responsibility for operational accreditation, country wide operational plans and the implementation of training of local staff in survey, impact assessment, clearance techniques and other procedures in accordance with IMAS and/ or NMAS as well as NPA Iraq SOP's.

Liaising and representation with stakeholders, authorities and other mine action operators nationally and internationally is something you are comfortable doing. Your ability to target your work towards improvement of planning, and to ensure high quality, cost efficiency and impact of NPA operations, is key for this position. Your ability to conduct structured work include, but is not limited to:

  • maintaining and developing the operational QM system
  • overseeing, analyzing and supervising all operational data and ensure timely provision of project progress reports

The key to your success is your ability to develop and manage survey and clearance operations, utilizing your previous experience in operational planning and your knowledge and experience with EOD and IEDD. If you have experience with MDD's, mechanical assets and IEDD qualifications, good knowledge of Humanitarian Disarmament policy, IMAS, NMAS, SOP's and land release principles you make the perfect candidate for this position.

The ideal candidate has strong interpersonal skills, is highly motivated and disciplined and can give and receive feedback whilst maintaining professionality. You can handle pressure coming from simultaneous tasks with challenging deadlines, and can prioritize workloads under minimal supervision. You have excellent problem solving skills and the ability to make complex concepts understandable to a broad audience. We are looking for a person who has the ability to assess and contribute to all operational aspects in our line of work including the operational staff, identify gaps, and develop operational plans for reaching project goals and aspirations.

You will be responsible for managing operations and personnel on a country level in one of the fastest growing and exciting programmes in NPA, strengthen the organization's role as a professional Mine Action operator and oversee operations throughout the country. Thus, you will be relied upon for your expertise and experience in operational management including the programme's compliance with regulations pertaining to execution of mine action operations.

You show a good command of the English language, both written and verbal, and you demonstrate both will and maturity to work in a harsh environment with limited resources and supervision.

Experience from Iraq, understanding of IEDD and Arabic language skills will be an advantage.
