Norwegian People’s Aid (NPA) was founded in 1939 as the labour movement's humanitarian solidarity organisation. We are seeking a suitable candidate to join our programme in Vietnam to support the implementation and quality management of its mine action operations – initially focused on NTS and TS and potentially broadened to other areas, as well as undertake other related tasks as required. You will have the ability to make changes for the improvement of the programme and its overall impact on the local communities who suffer the life-changing challenges in the aftermath of the war.

Requirements: 

Hard skills: 

  • Experience with non-technical survey, technical survey, clearance and EORE activities. 
  • EOD level 2 qualification or higher - required. Experience of operational planning and delivering EOD Level 2 training - desirable.   
  • Experience of leading, motivating and managing a diverse team of people.
  • Good knowledge of IMAS and the land release principles in a Humanitarian Mine Action programme.
  • Relevant education or equivalent qualifications (mine action NGO or commercial EOD work, or military qualifications with international deployments).
  • Experience of working in operations in developing countries that are contaminated by remnants of conflict. 
  • Valid international driving license.  
  • Written and verbal proficiency in English.  

Soft skills: 

  • Structured approach to work.
  • Ability to work well under pressure.
  • Leadership skills such as motivating teams, effective delegation, clear communication, decisive decision-making, and conflict resolution.  

What you will do: 

Assist and support the Operations Manager (OM) and Provincial Operations Manager (POM) in planning and development and overall safe execution of all NPA activities within the province’s operations.   
Ensure that all operational activities follow the NPA Vietnam SOPs and that all operational staff have full knowledge and understanding of these.  
Continually conduct field risk management to ensure safety of operations.  
Conduct monitoring and evaluation of operations, both CMRS and EORE, to ensure effectiveness and efficiency.  
Ensure an in-depth and up-to-date knowledge of all EO in area of operations, all relevant technical equipment used in operations; all relevant Mine Action standards (IMAS/ NMAS).   
Ensure that the OM/POM is fully briefed on all technical and operational issues and any difficulties arising in the respective area of operations.  
Assist and advise on training, assessments and mentoring, including NTS, TS and potential future clearance operations.  
Assist the OM/POM with the design, development, delivery and evaluation of appropriate training programmes for staff and other technical personnel.  
Assist the OM/POM in providing relevant and useful information and regular reporting in accordance with NPA IM SOP.  
Motivate and develop the field teams to perform to a high NPA Vietnam standard and build and maintain good working relationship with all national staff to achieve capacity development objectives.
