The European Spallation Source is one of the largest science and technology infrastructure projects being built today. About the role:

ESS is at an exciting turning point. It is in transition from being a construction site, to being a world-class operating facility. To help us realise our goal of being the most powerful neutron source in the world, we are seeking a Senior Procurement Officer (Technical Procurement Manager) for the Supply, Procurement and Logistics Division – which is organised within the Project Support & Administration Directorate. The Supply, Procurement and Logistics Division sets the normative framework in regard to procurement, logistics and travel services. It provides procurement and logistics services and guidance for the organisation; including ESS staff, in-kind partners and other stakeholders, in order to ensure a functional, efficient and cost-effective supply chain in compliance with relevant rules, processes and procedures.

This role involves directing, planning, coordinating, organising, conducting and controlling procurement for ESS, and includes worldwide procurement of a broad range of commodities and services for the project. The position will be matrixed to the ESS Technical Office. The Technical Office is an executive team that assists with the execution and delivery of the technical programme and drive transition to operations.

Your job will be to support the establishment and follow-up of a common procurement/contracting plan and aids technical teams on technical procurement and contracting as well as serving as a point of contact for central technical functions such as safety, quality, engineering and maintenance for technical procurement and finance matters. The position is key in driving the development and maturity of the integration between different systems used throughout the planning and procurement process, with the overall aim to create an efficient and cohesive end-to-end process from defining demand in the projects, executing the applicable procurement procedures, paying invoices, registering fixed assets, receiving goods and registering the received goods and assets in our EAM and ERP systems.

As part of our team, you'll support the establishment, execution, and follow-up of a common contracting and procurement plan. Coordination is key, and you'll work closely with central functions to ensure that all necessary information is provided for technical procurements. Attention to detail is crucial as you verify documented readiness and stakeholder involvement before contracts are placed. You'll be the backbone of support for system owners throughout the contracting process, ensuring smooth execution and delivery. We're committed to continuous improvement, and so you'll have the opportunity to contribute to the development of ESS processes and templates. As we build our ESS Part Master, your procurement perspective will be invaluable.

Collaboration is at the heart of what we do, and you'll liaise with teams from procurement and logistics, finance, IT (ERP), EAM, and beyond. Together, we'll develop and create the necessary processes and governing documents to drive our ESS forward.

About you:

To thrive with us in the Supply, Procurement and Logistics division, you should not be a stranger to public procurement. Your in-depth understanding of public procurement principles and EU directives will be instrumental as you navigate the intricacies of our procurement landscape. Drafting and negotiating tender documents must be second nature, as you have over a decade of hands-on experience in this area. You are a proven subject matter expect, and you’ll be expected to advise on contract management matters - ensuring that agreements are robust and aligned with organisational objectives.

As mentioned, we expect you to have over 10 years of experience in public procurement roles within large-scale projects, as well as an extensive background in complex and advanced procurements spanning international or European contexts and a university degree or equivalent in Public Administration, Business Administration, Law, Finance, or Engineering. Experience with international, European, and Swedish customs, VAT, and tax legislation is a definite plus, as is familiarity with ERP modules such as Unit 4 Business World and HxGN EAM (formerly Infor EAM).
